[Editor's note: below is an examination of the benefits of Italy's Marcora Law, which allows unemployed workers to receive future welfare benefits as a lump sum payment for the purpose of restarting a shuttered business (or starting a new one) as a worker cooperative. The authors make the case that countries in the EU and elsewhere should implement similar policies to bolster their domestic small and medium sized enterprises.
