Viet Nam issues decree on registration of pre-cooperatives, cooperatives, and cooperative unions

This comprehensive Decree aims to streamline the registration process and enhance the management and oversight of cooperatives throughout Viet Nam. It provides detailed guidelines for implementing the  Cooperative Law of 2023, continuing efforts to reform administrative procedures related to cooperative registration. The focus is on reducing costs and time associated with these procedures, leveraging information technology, and facilitating data sharing among State management agencies. 

The Decree outlines the responsibilities of business registration authorities, and specifies the types of registration certificates issued. It also details the processes for establishing, modifying, suspending, and dissolving these entities. Emphasizing the shift towards digital registration, the decree integrates cooperative registration with tax registration systems. Additionally, it includes provisions for addressing violations, revoking registration certificates, and ensuring compliance with legal standards. 

The ILO supported the drafting and finalization of the Decree, facilitating two national consultations in the process. The ILO also provided a technical note on the draft Decree to the Ministry of Planning and Investment, the governmental body responsible for its development. This advocacy highlights essential points from the ILO’s technical perspective on the advancement of cooperatives.
